Job Description
Our client is a leading oil & gas company. They are looking to recruit a Project Manager to be based in Bahrain.

Duties & Responsibilities:

• Environment, Health & Safety Management: Ownership and drive of all environment, health and safety aspects of project execution, site, office and personal environments, as well as, all requirements of all necessary risk assessment studies as needed by the project

• Project Management/Leadership: Full Project's strategy and schedule execution along with process and system integrity; overall achievement of project requirements, deliverables, and milestones using a gated decision review process; full usage of project control tools to predict, understand and constructively influence the time and cost outcomes of a Project/Work Package; primary interface/liaison with internal/external parties for effective functioning of the IPMT (Integrated Project Mgmt. Team);

• Project Scope/Impact: Transformation of management's/sponsor's requirements into a project strategy and pipeline (identifying all sub-projects), demand initiatives, and project management framework (including project control/impact analysis); champion/driver of business process changes; communication of scope change impacts to all stakeholders;

• Project Deliverables: Definition of objectives and deliverables (involving all relevant stakeholders) within technical and logistic feasibility; delivery of project value engineering processes/value improvement practices; formulation and execution of Implementation Plans (completing the snagging activities, overseeing the commissioning, and managing the contractual documentation) for all projects

• Project Budgeting: Coordination and management of the overall project budget (inclusive of all sub-projects) in line with cost estimates (?10%); benefit realisation of a complex program of work in line with the project budget; budget authorizations securement for general project and each project Phase; budget monitoring with accurate forecasting and cost management (internal & external), including cash flow projections, reporting budget revisions, position lists, and budget summary information, and approval of budgeted project expenditure

• Project Controls: Use of feasible data gathering, management and analytical processes to predict, understand and constructively influence the time and cost outcomes of a project or program; through the communication of information in formats that assist effective management and decision making.

• Project Expertise: Provision of broad in-depth subject matter (technical and project management) expertise; provision of knowledgeable, creative input and strategic direction to all campaigns and projects; proposition of latest international strategies, practices, tools and technologies used in related projects so to adopt them to increase efficiency and productivity

• Resource Management: Effective strategic resources planning, sourcing, allocation and management of internal and external parties/vendors in compliance with tender law requirements. Project Performance: Tracking and analysis of cost performance, expenditures, and procurement, resolve cross- functional issues at project level, and report any possible or current blockers, risks, overflows, deficits; assurance of project compliance to SOPs of project management and internal governance

• Project Phase-Gate Reporting: Final formulation and oversight of each 'Decision Support Packages' (recommendations) with strategic decisions and actions approval requirements; oversight of formal project status reports and presentations to senior level audiences at each Phase-gate; formulation of next Phase plan and recommendations

• Team Performance Management: Effective structuring, leadership and management of cross-functional IPMT for the flawless execution of major and sub-projects; maintenance of a collaborative, motivated teams members ensuring the company's Values are maintained when managing relationships internally and externally; completion of performance appraisals for project team members, as well as, competency development; coaching and guidance to project team members about every aspect of all projects

• Risk Management: Continuous risks and issues assessments for defining and framing the risks/issues; develop timelines and processes for data collection, analysis and decision-making; strategy formulation to control/mitigate risks/issues related to scope changes, contractual matters, etc.; identify and resolve the significant business-wide operational and/or human reliability circumstance that can cause significant incidents or performance gaps; capture and apply lessons learned and best practices on the project

• Communication: Formulation and execution (in conjunction with Operational Excellence or other depts.) of an internal Communication and Dissemination Strategy, especially to senior management with the focus on project deliverables, requirements and change management; determination of a Project communication process; professional approach with the ability to engage effectively up to executive/Board level; scheduled periodic reviews with key stakeholders on Project Scope revision

• Knowledge Transference: Creation and implementation of a seamless Knowledge Transfer strategy essential for driving and sustained success of the project(s); clients and customer job knowledge updates of project subject matter

• Project Close-Out/Handover/Follow-up: Consolidation of Project Information and Management Handover (PIMH) Plan of all Project documentation (contractual and otherwise), reports, registers, equipment, etc. to operational client; preparation of and participation in post-Project Follow-up Plan (evaluation review) and activities

Qualification & Experience:

• Master's degree in the related field or related discipline with minimum 5+ years related field/project consultancy experience.

• Or Bachelor degree in the related field with minimum 15+ years related field/project consultancy experience (proven exposure to and understanding of all phases of a project life- cycle)

• Min.5 yrs experience working in a multi-national and/or international company in the related industry using world class systems and practices

• Project Management professional (PMP) certification preferred (from PMI or IPMA) or work experience as project manager/leader of two specific project implementations

• Change Management professional certification preferred or work experience as change management facilitator of two specific project implementations

• Implementation experience of one ERP or expert knowledge/experience of at least two different up-to-date ERP software in the field of expertise

• Proficiency Level 2 of MS Office Suite

• Full project lifecycle delivery experience using a project development/execution methodology that involve a gated decision making process
