i. Relevant degree from a recognized University or relevant professional qualification;
ii. Minimum 20 years’ relevant experience;
iii. Minimum 15 years’ relevant experience in similar projects; and
iv. Minimum 3 years’ experience in Qatar.
Scope of work:
The Services to be performed in relation to the Project are as follows:
Fulfil the technical aspects of the role of the Engineer’s assistant
Provide all necessary support to enable the Engineer to fulfil the administrative aspects of the role of the Engineer
Co-ordinate necessary updates to ‘contract issue’ drawings, specifications and related documents; and prepare fully co-ordinated Construction Issue documents for use by the Contractor and others
As necessary for the interpretation of the design intent, prepare engineering details and sketches for the information of the Contractor
Set up and maintain a suitable and sufficient document control system in relation to the provision of the construction supervision service
As necessary, assist the Employer and Contractor to obtain approvals and consents from the relevant authorities and departments
Monitor the Contractor’s compliance with its obligation to obtain and collect all necessary permits, licenses, certificates and the like from the relevant authorities and departments
Prepare details as may be requested by the applicable authorities to incorporate their requirements and obtain their approval for design and or specification revisions
Check construction locations and levels established by the Contractor; and provide comment to the Engineer and / or Employer in respect of the accuracy of the same
Review and approve all documentation prepared in respect of the Works within four (4) Working Days from receipt
Witness inspection and testing of materials and plant supplied under the construction contract and arrange for these to be carried out with or on behalf of the Engineer or Employer as the case may be
Instruct the Contractor to carry out all tests required under the construction contract and attend all such tests
Review the qualifications of all of the Contractor’s sub-contractors and vendors; and advise the Engineer and Employer of the suitability and sufficiency of the same
Keep complete hard and soft copy records concerning the execution of the Works and provide full access to the records to the Engineer and / or Employer
Respond to requests for information ("RFI") within three (3) day from the receipt of the RFIs
Without in any way accepting responsibility for the safety of the Contractor's operations and the health of its personnel; monitor and report on the Contractor’s adherence to Statutory health and safety requirements, Industry best practice in respect of health, safety and environmental practices.
Maintain an overview of the Contractor’s health, safety and environmental operations and provide real-time, immediate comment to the Contractor at any time its (the Contractor’s) site operations fall below the health, safety and environmental standards required under the construction contract
Undertake twice monthly formal audits of the health, safety and environmental standards on the Site and provide written feedback on the same to the Engineer and Employer within three (3) days of the audits taking place
Ensure that the Works are carried out in accordance with the requirements of the construction contract and industry best practice
Develop, implement and maintain a quality assurance and quality control regime, which facilitates confirmation that the Works are constructed in accordance with the construction contract.
Carry out regular inspections of the construction in progress and materials delivered to site to confirm that the Works are constructed in accordance with the construction contract.
Carry out off-site inspections of materials and equipment as necessary.
Provide to the Engineer and Employer a record set of tests and other actions performed to verify adherence to quality standards and conformance with contract documents.
Review and approve the Contractor's procedures and plans applicable to the Works including its quality assurance and quality control procedures/plans and associated method statements; and monitor the Contractor's adherence thereto
With the assistance of the Contractor, compile a samples schedule detailing those materials and other aspects of the Works requiring the Employer’s formal review and acceptance thereof prior to the relevant aspect of the Works taking place.
Advise the Employer as to when to instruct the Contractor to open up completed work to confirm, or otherwise, that it is in accordance with the Construction contract
Supervise the commissioning of all mechanical, electrical and plumbing (MEP) systems and equipment; and issue certificates of acceptance upon successful commissioning
Prepare lists of defects for all trades and issue to the Contractor. Check and report to the Engineer Employer on the timely rectification of defects by the Contractor
After receiving the Contractor’s notification of substantial completion, take all necessary steps and measures for handing over the Works to the Employer, whether temporary or permanent
Prepare a preliminary handover report and assist the Employer in the handover process
Check and approve Contractor’s "As-Built" drawings
Prepare amended drawings and specifications, as required in support of Contract Variations
Check that the Contractor prepares and maintains hard and soft copy records, including comprehensive record photographs, of all construction related activities as the Works proceed.
Prepare and issue the Taking-Over Certificate as a draft for the review of the Engineer
