Parsons extensive experience in this field combined with your planning knowledge and engineering techniques will propel your career forward. We need our Project Planner at this level to apply diverse and intensive proficiency in the use of technical theories, practices, and company policies. In this role you will provide technical direction and manage a team of urban/environmental planning professionals and technicians on large projects, or on several smaller projects or studies, involving the development of plans for the utilization of land and physical facilities of cities, counties, and metropolitan areas. Our Managers are responsible for the technical excellence of the tasks and analyses performed, regulatory compliance, and for on-schedule completion within or below budget in accordance with contractual obligations. Assists the Project Manager in preparing Project Management Plans, Project Control Statements, and Quality Control files for annual QA project audits.
As the airport planning subject matter expert (SME), provides direct support to the Client for strategic technical and business goals, project management, and leadership across a portfolio of airports.Typical responsibilities include:
Strategic – Technical
  • Air traffic forecasting
  • Flight schedule and airline operations analysis
  • Capacity-demand analysis
  • Airfield capacity and geometric layout planning
  • Obstacle limitation surface planning
  • Terminal capacity and functional layout planning
  • Cargo facilities capacity, location and functional layout planning
  • Landside facilities capacity, location and layout planning
  • Airport support facilities capacity, location and layout planning
  • Commercial facilities planning
  • Overall Airport Master Planning
  • Land use planning

Strategic – Business
  • Project justification
  • Stakeholder requirement analysis
  • Options development and analysis
  • Cost analysis
  • Management presentations

Project Management
  • Plans, directs, and supervises airport/urban/environmental planning project(s) of large scope and complexity.
  • Scope of work and project schedule development
  • Tender evaluation
  • Engages services and manages outside consultants when warranted
  • Consultant deliverables review
  • Schedule management and cost compliance
  • Stakeholder and management review presentations
  • Adherence to safety and quality requirements

  • Serves as a staff manager, technical leader, and a recognized SME.
  • Makes staffing assignments and reassignments as project needs arise.
  • Monitors productivity and proficiency of assigned personnel.
  • Reviews work produced by those assigned to ensure that all applicable policies, procedures, and regulations are followed, that current techniques are utilized, and that quality is acceptable.
  • Establishes budget estimates & staffing requirements for defined scope and schedule.
  • Sets departmental goals and objectives
  • Sets priorities and directing resource deployment
  • Sets and maintaining planning standards and SOP’s
  • Provides inter-departmental and external stakeholder coordination
  • Provides staff performance review and career development
  • Defines requirements for outsourced consultancy services

Maintains active membership in appropriate professional organizations and societies. Represents the Company at conferences, seminars, meetings, etc.
Performs other responsibilities associated with this position as may be appropriate.
Bachelor's degree in Architecture/Engineering, Airport Planning, or other related technical field, 20+ years of related work experiencewith at least 10 years of experience in Airport Planning. Appropriate professional certifications/ affiliations from internationally recognized authority highly desirable.
Expert knowledge of airport/urban/environmental planning practices and procedures, with a strong background in Master Planning and other related planning studies for small/medium/large airports.
Thorough understanding of ICAO/IATA regulations, as well as other international and local regulatory standards to ensure project compliance with national laws.​
Working knowledge and proficiency in application of project and staff management principles. Proven ability for performing in a supervisory capacity on a project.
Proficiency in utilizing PC and various software packages typically used in airport/urban/environmental planning assignments is required.
Excellent written and oral communication skills (fluent in English, understanding of Arabic highly desirable).
