As a member of the Raytheon CLS Radar Operations team, the CLS In-Country Site Manager leads a deployed field engineering team supporting the Terminal High Altitude Area Defense (THAAD) UAE Radar System. Individual will participate in all aspects of system and operational support to include a key role in liaising and developing long-term relationships with our customers/client and serving as a single point of contact with host nation and US government agencies and military commands. The In-Country Site Manager is expected to forge relationships with Program Management, Host Nation counterparts and the existing Site CLS team and must be able to work alongside and maintain a cohesive team environment.
The UAE THAAD FMS In-Country Site Manager will review all ALCS program data to insure that all required data has been entered to include ITR's, calibration records, PMCS, and other areas as required and contains sufficient information for Failure Review Board evaluations. The In-Country Site Manager will respond to maintenance requests from the UAE Command, interfacing as needed with reachback engineering and site personnel to insure success and will contribute technical support and expertise to site personnel as needed. The Site Manager is expected to also conduct and brief multiple various meetings on a weekly basis. Updates and briefing are expected to be presented to the IPT, RMT, Site team as well as Program and Functional Management weekly.
The CLS In-Country Site Manager will serve as the senior representative for the UAE THAAD Batteries A & B. With general guidance from Program and Functional Management, the CLS In-Country Site Manager is responsible for providing team leadership to a customer-focused team committed to increased quality and productivity. In accordance with organization goals, provides direction on activities and behaviors. Provides guidance to team on development, performance, and productivity issues. Monitors team budget and ensures proper use of assets. Reports to functional and/or organization management on team accomplishments, achievements, and productivity.
Please note - This role will require a US Expat to forward deploy to Abu Dhabi, United Arab Emirates (UAE) under the terms of an MOU/Long Term International Assignment managed by Raytheon International Assignment Services (IAS).

Must meet overseas medical deployment qualifications.

Responsibilities include, but are not limited to:
  • Identifies risks and opportunities develops and executes plans to mitigate, relative to the contract.
  • Provides data, feedback, and recommendations to the UAE THAAD FMS Program Management as it relates to successfully sustaining the UAE THAAD Radar systems.
  • Ensures that new team members are properly on-boarded and assimilate to the work environment in a timely manner Provides leadership to the Government Relations team in support of all immigration services as well as facility access.
  • Partners with EHS & Security to ensure safety and security guidelines and requirements are in place and adhered to this includes evacuation plans, business continuity, and/or emergency response plans.
  • Partners with all team members in enforcing and following all EX/IM requirements and policies associated with the in-country efforts.
  • Supports the RIS Program Management team by monitoring labor and material budgets provides data and feedback for the purposes of Earned Value Management.
  • Coordinating activities with the Program IPTs and CPTs as needed.
  • Maintaining open and clear communications with the Program Management Office for communicating status, requirements, and any issues that develop.
  • Is the primary point of contact for customer interface to US agencies and host nation representatives as required.
  • Managing local infrastructure, including personnel, housing, transportation, communications, and security.
  • Initiating strategy for establishing relationships and managing local subcontractors.
  • Ensuring Raytheon directives, policies, and procedures are implemented and enforced
  • Ensure Raytheon personnel are cross-trained to the greatest extent possible by working with Radar personnel, Logistics Operations CPT, and RIS training personnel.
  • Coordinates, leads, and/or participates in the performance of corrective and preventive maintenance activities in order to sustain the THAAD Radar system.
  • Must be able to conduct meetings and briefings and relay information to the customer and team.
  • Ability to be flexible with related work assignments and capable of conducting and participating in weekly scheduled teleconferences after hours.
  • Must have a minimum of 6 years experience in the maintenance and operation of the TPY-2 radar and or THAAD system.
  • Must have experience with isolating data availability problems between mission processing equipment & communications media.
  • Must have experience providing technical support for configuration of site radar systems hardware and software issues.
  • Must be experienced and familiar with the tools and test equipment commonly used in electronic installation, maintenance and test.
  • Candidate must be able to provide direction based on general Raytheon policies and management guidance.
  • Must meet all required medical expectations as defined by the customer prior to and after deployment to assignment.

  • A minimum of 10 years of engineering/management experience
  • Working knowledge of basic budget, finance and procurement principles
  • Strong verbal and written communication, interpersonal, and organizational skills
  • Skilled in change management and organization effectiveness
  • Must be able to lift 50 pounds and work in an extreme desert heat environment.
  • Must be able to work autonomously with minimal supervision
  • Knowledge and experience with the Automated Logistics Control System (ALCS)
  • Provides technical support for configuration management of hardware and software
Desired Skills:
  • Certified Six Sigma Specialist.
  • Demonstrated excellence in past work performance.
  • Experience in schedule development, action item management, requirement change .management and overall development and progress metrics.
  • Experience with MS Windows operating system and MS Office products.
  • Experience with the AN/TPY-2 Radar system, HP LINUX and Cisco switches.
  • Background in computer networking and programming language (LINUX).
  • Experience working in the Middle East and with international customers.
  • PM/IPT/Front Line Leadership Certifications.
  • Safety and/or Quality background a plus
Required Education (including Major): Bachelors degree in related field preferred.
