Job Summary
1. Purpose of the Job
This Civils Lead role supports the BEC Engineering Manager in the management of the overall Spine and NICC Stations Civils design delivery for procurement, as well as integrating delivery of designs undertaken by BEC with subsequent contractor design and delivery.
Responsible for the management of civil works delivery including earthworks, building structures, viaduct structures, box structures and culverts.
The Civils Lead is responsible for managing development of all necessary contract designs and the management of interfaces between them and between the interfacing Section Works and other programme works as well as with other stakeholders including consent granting bodies. The scope of works of the Civils Lead works includes asset protection and implementation works in relation to the interfaces with Neom Mobility, Freight & Logistics, International Airport development, Urban Development masterplan proposals and depot assets.
2. Principal Accountabilities

  • To oversee discipline resources across all packages needing civils inputs.

  • Responsible for ensuring Civil infrastructure is delivered and configured to deliver performance which meets the railway service requirements mandated to NEOM Projects for the Spine and NICC transportation services including HS passenger rail, Metro and Freight Services

  • Interface and assist other Neom Projects discipline managers in compilation of Design submissions, programme updates, updates to Programme and in the assurance process execution.

  • Interfacing with other Neom sectors (particularly Mobility and Freight & Logistics) whose works may impact on the Neom Project works and to support agreement on technical interfaces.

  • Providing input into engineering solutions / field sketches / specifications and to resolve queries and coordinating resolution of issues with the Engineering Manager where required (and where it is not the responsibility of the contractor).

  • Undertaking reviews of contractor design submittals relating to Civil works.

  • Undertaking reviews as required of other contractor technical submittals (including task briefs and work package plans) relating to Civil works.

  • Liaising with Rail operators appointed on the handover and acceptance of Civil and infrastructure works.

The Civil Lead is also accountable for:

  • Confirming Civil requirements with appropriate NEOM sector heads

  • Providing technical instruction and guidance to delivery teams on design requirements

  • Initiating and supporting value engineering activities.

3. Main challenges of the job

  • Supporting the successful delivery of the Civil project works with multiple modes of rail operation requiring full integration

  • Supporting the achievement of discipline integration, design assurance and acceptance with agreement from stakeholders in a timely way.

  • Dealing with multiple stakeholders to establish requirements for delivery.

  • Ensuring stageworks considerations are addressed in the design.

  • Resolving technical issues during the design phase in a timely way to support the construction programme.

4. Dimensions & Interfaces (both internal and external)
Key working relationships

  • Reports to Programme Director

  • Works closely with key stakeholders, particularly with regard to acceptance of requirements and interfaces agreements.

  • Works closely with Programme Director, construction management and site management staff, main contractor and framework design contractors.

  • Works closely with EPM staff In-Kingdom

Minimum Requirements
  • 10 years experience of engineering/architecture and construction

Preferred Qualifications
  • Degree qualified engineer/architect or equivalent experience
