Job Description:
(A) POSITION OBJECTIVE: To ensure successful execution, monitoring, control and timely completion of the project. This position is responsible for managing and leading the project team through the entire construction process, from project inception to final completion. Each assignment will focus on providing a high-quality product on time while balancing the financial objectives of the assignment and business plan.
(B) Key Responsibilities:

(1) Primary Activity
• Coordinating with the Supervision Consultant team to ensure timely Design Deliverables are delivered on time.
• Ensure Consultant Engineering and Construction team are working in close coordination for timely availability of material approval and design drawings.
• To ensure project management activities such as planning, scheduling, coordinating and motivating the team at every stage of the project.
• To monitor the Contractor’s information request (RFI) and Confirmation of verbal instructions (CVI) are timely responded by the Supervision Consultant/Engineer.
• Ensure timely submission of weekly and monthly reports and review of the same to identify and control the bottlenecks during the construction.
• Management of Project coordination meeting, Team meeting (technical/ progress/preconstruction/ week look ahead) are conducted efficiently and effectively to ensure that all the Project key issues are discussed and closed-out on a priority basis.
• Manage various deliverables over different stages of a project by coordination with Supervision Consultants and Contractors team.
(2) Technical & Contract:
• Prepare the project study and scope of works for the new projects and maintenance contract prior to the submission to the Contract & Procurement Department.
• Life cycle management and utility asset modification.
• Contract management, engineering management, construction management and project management Active engagement to obtain project procurement approval, project budget & project scope change approval and present monthly project construction progress updates.
• Main works include but not limited to short and long term infrastructure strategic planning, networks designing, business/commercial plans analysis, project’s financial allocations, design reviews, and value engineering.
• Assisted in the preparation or modification of method statements, reports, as-built plans, construction schedules, permits and shop drawings for the project.
• Ensure all technical aspects of the projects are strictly complied with and in conformity with Conditions of Contract, Particular Specifications, General Specifications, Contract Drawings & BOQ.
• Review and comment on Tender Documents (from an MEP view) including Bills of Quantities, Value Engineering.
• Coordination and preparation of the technical and commercial tender.
• Review proposal specifications and drawings to determine the scope of work and required contents of estimate.
• Responsible for the implementation and commissioning of all the master community infrastructure services that includes all utilities such as roads, substations and electrical distribution, water networks, landscaping, signage and street lighting.
• Review, check & audit all technical & commercial evaluation reports prior to award of contracts against construction tenders. Recommend selection of contractors & vendors meeting specifications, cost and time requirements.
(3) Consultant/Design:
• Overall responsibility of operation works for infrastructure/utilities projects. Monitor work with Consultants, & contractors to review the as-built drawings and resolve all related issues for smooth operation of works.
• Meet Consultants & Contractors to review operation project progress and to discuss issues/factors coming that have an adverse impact on the project and to be highlighted for timely corrective measures in order to achieve agreed completion target.
• Formation of infrastructure network design and project management strategies with the Design Team.
• Attend site visit meetings & pre-tender meetings and also clarification & negotiation meetings with clients/consultants.
(4) Authorities/Stakeholders:
• Coordinate the operation work of the department with government authorities, infrastructure service providers and contractor.
(5) Process/Communication:
• Conduct site inspections and regular audit of the contractor’s performance.
• Reviewed and monitored project progress to assure quality, HSE and adherence to requirements of contract documents.
• Monitor and control activities assuring on-time delivery of required tasks & services.
• Work with or assist the estimating group to establish preliminary construction cost (conceptual estimate), during the design/development process to achieve a target budget for approval by senior management.
• Assist in the preparation of construction contract and follow for its execution accordingly. Maintain a clear understanding of the terms and conditions.
• Manage the construction process by conducting regular job site meetings with subcontractors, main contractors, architects, engineers, consultants, and other project personnel. The primary objective of the meetings is to provide direction to the process, set priorities for action and decision making, resolve challenges between the parties, and manage the team objectives consistent with the vision of the business.
• Work with the main contractors, consultants to monitor on-site safety regulations and procedures to ensure compliance with all regulatory agencies.
• Prepare and maintain accurate and timely construction progress schedules and monitor job progress to assure timely completion of projects.
• Consistently prioritize tasks and provide the highest quality product while keeping the financial objectives of the project in balance.
• The distribution and pricing of all project changes in the work to appropriate team members. Prepare, submit, and manage the approval of change requests and change orders.
• Work with main contractors on pre-construction logistics planning with regard to means and methods to perform the work.
• The timely close-out of projects including the completion of punch list, final Application for Payment, and submission of all close-out documents (i.e.. As-builts, manuals, certificate of occupancy, final application for payment, recognition of savings or loss, etc.)
• Oversee and manage Site Supervision Consultant/Engineer in their delivery of project management activities such as planning, scheduling and delivery to meet the project objectives.
(6) Cost:
• Consistently prioritize tasks and provide the highest quality product while keeping the financial objectives of the project in balance.
• The distribution and pricing of all project changes in the work to appropriate team members. Prepare, submit, and manage the approval of change requests and change orders.
• Work with or assist the estimating group to establish preliminary construction cost (conceptual estimate), during the design/development process to achieve a target budget for approval by senior management.
• Manage the preparation of the contract or proposal price for projects through subcontractor bidding of construction documents and appropriate evaluation of scope definition while interfacing with and utilizing the estimating group.
• Make recommendations with regard to possible value engineering opportunities to achieve the business objective.
• Assist the estimating group to establish preliminary construction cost (conceptual estimate), during the design/development process to achieve a target budget for approval by senior management.
