OCS Manager

1. Purpose of the Job

To support the Engineering Manager in the management of the Railway Systems OCS and contact rail elements of the Spine and Connector designs undertaken by BEC and subsequent contractor design and delivery. To provide technical oversight of activities relating to OCS engineering related disciplines.

2. Principal Accountabilities

Oversee OCS and contact railDesign, manufacture, installation, testing and commissioning
Oversee provision of the Switchgear, Auto-transformers and associated equipment and the autotransformer site distributed along the route as needed
Responsible for the management of OCS discipline Design Managers for Rail Electrification and Power, OHLE and associated Telecoms.
Providing visible leadership and demonstrable commitment to system engineering principles demonstrating by the processes put in place;
Interface and assist other Projects discipline managers in compilation of Design submissions, Requirements compliance matrices, programme updates, updates to Programme integrated design registers and in the assurance process execution.
Keeping the Engineering Manager informed of technical issues arising from OCS works.
Liaising with the EPM for engineering relating works.
Interfacing with other Neom sectors (particularly Mobility and Freight & Logistics) whose works may impact on the Neom Project works and to support agreement on technical interfaces.
Undertaking reviews of contractor design submittals relating to OCS and contact rail works.
Undertaking reviews as required of other contractor technical submittals (including task briefs and work package plans) relating to OCS works.
Undertaking reviews of contractor inspection and test plans relating to OCS works.
Undertaking reviews of contractor handover plans.
Liaising with Rail operators appointed on the handover and acceptance of works.
Attend the Project Engineering Director's weekly review meeting and report progress, update, and status of OCS design and programme.
Organise the OCS Project Managers progress meetings as required.
Accountable for:

ensuring the establishment, maintenance and improvement of effective quality management arrangements in his/her areas of responsibility;
establishing, owning, authorising and maintaining those processes and associated procedures that relate to his/her areas of responsibility;
ensuring that adequate resources are made available for implementing the quality policy and management system and that all persons with duties impacting on quality are competent to conduct the tasks assigned;
establishing effective communication of quality issues and of the importance of meeting quality requirements;

3. Main challenges of the job

Supporting the successful delivery of the project with multiple modes of rail operation requiring full systems integration
Supporting the achievement of systems integration, design assurance and acceptance with agreement from stakeholders in a timely way.
Resolving technical issues during the construction phase in a timely way to support the construction programme.
4. Dimensions & Interfaces (both internal and external)

Key working relationships

Reports to Engineering Manager
Works closely with key stakeholders, particularly Neom Mobility, Freight & Logistics and Energy sectors.
Works closely with Engineering Manager, construction management and site management staff, main contractor and framework design contractors.
Works closely with EPM staff In-Kingdom

Degree qualified engineer in electrical engine
