Supports the tracking, updating and monitoring of cost control, and scheduling functions on assigned projects and assists Resident Engineer on the projects. Performs a variety of standard estimating activities (individual or as part of a team) on an assigned project/program. Typical responsibilities are focused on a variety of ancillary project control and estimating tasks.
Cost Engineering:

  • Develops and maintains the cost control portion of the Parsons Integrated Control System (PICS) to provide project management, as well as the department and Company management, with the necessary tools for project cost control.

  • May participate in the development of the work breakdown structure, interfacing with Procurement, Engineering, and Finance Departments.

  • Prepares and processes input to the cost control system for all cost reports.

  • Prepares graphs, diagrams, and other exhibits to illustrate cost status and forecast requirements for Project Management and client.

  • Performs analytical review and arithmetic checks of cost reporting documentation.

Planning and Scheduling:

  • Implements and maintains the Planning/Scheduling portion of PICS. Understands and applies engineering, procurement, and construction terminology, concepts, and relationships. Develops and maintains critical path logic networks and bar charts utilizing this information.

  • Analyzes, evaluates, and forecasts current status against an established baseline schedule. Assesses the impact(s) of design or construction changes and schedule slippages. Reports schedule status to all levels of project and Company management as well as to the Client.

  • Provides computer input and performs analytical review of reports generated.

  • Accumulates and accesses historical data, such as performance experience, for use in maintaining a realistic basis for future planning and forecasting. May provide guidance, direction, and specialized assistance to others in the resolution of project control problems.

  • Must work with project managers and project controls manager in the areas of planning and scheduling.

  • Must understand and interpret contract specifications to accordingly prepare and review construction schedules.

  • Must collect and report on project schedules identifying and assisting in analysis of project schedule variances and assist in the development of corrective action.

  • Performs other responsibilities associated with this position as may be appropriate.

Quantity Surveying

  • Prepares material takeoffs on assigned contract, project from engineering drawings, plans, and specifications. Reviews takeoffs prepared by others to check for completeness, appropriate definition, and accuracy. Prepares detailed breakdown structures (WBS) for contracts, projects, or elements of a program sufficient to define the scope to be delivered. Defines the specific scope intended by the contract documents, project development requirements and/or the program element components, systems and subsystems.

  • Prepares and summarizes the bases of estimate (BOE) development, including estimate scope, estimate method of development, pricing utilized, labor, material and equipment rates included in the estimate, assumptions and exclusions, escalation, parametric comparisons using previous estimate data from similar projects, estimate quality control (QC) review and results, and estimate conclusion and recommendation. Delivers a complete and comprehensive estimate of probable cost based on the proposed contract documents inclusive of contract terms and conditions. Defines, details and estimates the cost of contract general conditions and job cost in compliance with the planned execution to accomplish total contract delivery.

  • Utilizes parametric historical estimate data to develop a reasonable estimate of probable cost, based on high level of scope definition and preliminary intent for a capital asset in relation to an order of magnitude (PM) development. Defines intended scope, function and output of a specific system, service or asset using the basic 'top down' WBS development approach.

  • Utilizes the 'bottoms up' approach in the development of probable contract cost, and compares that cost with data from previous contracts similar in nature when the estimate task required detail development. Develops scope sheets and request for bid or quotation from potential service providers, inclusive of internet, telephone and/or written provided data.

  • Assists the Estimating Leads for historical data and estimate database management with the accumulation, evaluation, and documentation of cost data retrieved from completed discrete design and/or construction contracts, inclusive of work activity, delivery means and methods, productivity, activity durations, supervision and craft man-hour utilization.

  • Reviews contract documents to access contract risk and significant exposure to estimated cost if potential risks are experienced. Assigns reasonable maximum cost and schedule exposure resulting from potential risks.

  • Provides technical guidance to lower-level Associate Estimators. Collaborates with small estimate teams comprised of other Estimators and Associate Estimators with the outcome being a final deliverable that meets Customer and Client requirements and expectations.

  • Works on day to day activities like review and certification of payments, valuation of Variations, drafting contractual correspondences, reviewing and assessing contractor claims, maintaining commercial logs and tracker as per clients requirements, preparing commercial dashboard, reconciliation, review and preparation of final account and contract close out.

  • May deliver quality controlled estimates for the project/program assigned.

  • Performs other responsibilities associated with this position as may be appropriate.

Bachelor's Degree in Engineering or Construction Management or related field (or equivalent work experience) and typically 7+ years of related work experience involving typical project controls, estimating and contract administration activities.At least 5 years experience must be in UAE.
Experience in infrastructure projects as Construction Supervision Services will be an asset.
Assignments require the working knowledge of various software used in the Project Controls Department, quantity surveying and estimation such as Excel, Primavera, and Document and Materials Controls System (DMCS).
