Summary:
Manage and Oversee all elements of projects from inception to completion. Ensure that all projects are completed to the satisfaction of the client or end user within the cost and time constraints that have been set.

Detailed Job Description:
Functional Competency: Project design, Planning analysis with technical knowledge of construction methodology. Management of project consultants and contractors as required.

Reports to: Property Development Director

Key Responsibilities:
1. Receive instruction to initiate project from the Client and execute the requested vision of the development.
2. Prepare an initial schematic proposal for project as a preparation for the design brief to the consultants.
3. Coordinate and prepare the design brief required for the projects (as required), incorporating the requirements of all stakeholders involved.
4. Advise on the procurement strategy required to achieve the project, including consultant appointments.
5. Prepare the request for proposal (RFP) and all the documents required for clear understanding of the bidders, answering and/or coordinating queries to the concern party and make sure that the queries were resolved, and all the RFP returns will be like for like comparison.
6. Review bidder's Pre-qualification and check their background, and capabilities and recommend the company that is suitable for issuance of RFP for the proposed project.
7. Preparation of Technical Evaluation Matrix and bid comparison with recommendation to the owner in conjunction with the commercial manager.
8. Manage and oversee the appointment of all Consultants and Contractors.
9. Provide all relevant information to finance and stakeholders to enable them to produce return on investments proposals.
10.Review all submissions from the Consultant and ensure that the relevant information is sent to all relevant parties and stakeholders internally.
11.Assist the Commercial manager with cost and time estimate for the project.
12.Reviews of weekly /monthly progress with project Consultant's and Contractors.
13.Liaise between the client and consultant on all post- contract technical issues.
14.Assists with relevant Authorities that requires client involvement to resolve issues.
15.Liaise between client and consultant in the selection of P.S and P.C rate items within the awarded contract.
16.Ensures that consultants/contractors close out projects and documentation in accordance with FH policy.
17.Assists in handing over of completed project to end user, including relevant documents, warranties, training, O&M manuals, etc.
18.Liaise with consultant and contractor to ensure that DLP requirements are completed and closed-out.
19.Assist in the provision of information and strategy on all legal matters/disputes.
20.Manage the small projects that exclude full PM/Consultancy team. Prepare sets of drawings with the required tender documents for small to medium project and send out for quotation, review, and prepare an evaluation matrix comparison. Prepare the recommendation to the stake Holders and execution of works.
21.Attend meetings with various disciplines as required.
22.Preparation of Project status report related to the assigned projects.
23.Coaching and assisting other team members when necessary.
24.Being responsible for own and subordinate's well-being including work environment.

1. Project Status Report.
2. PDO Report.
3. BIC Report.
4. Memorandum for Project Recommendation report.
5. Tender Result comparison report (assist CM).
6. Budget Report (assist CM).
7. Tender Evaluation Report (assist CM).
